You could region mod 8 and 16 bit consoles, but if I remember correctly, trying to play ntsc games on a pal machine could result in some strange sync issues (my memory is a little patchy on the details of the issues) – If this mod was done to a pal dreamcast, would it play ntsc games without any issues at all?
